test counselor (Albany office)

The Test Counselor will be responsible for conducting HIV, STI, and hepatitis C counseling, testing, referral, and related interventions with designated high-risk target populations.  This position will also assist with the monitoring, training, and compliance of department testing projects.

Major activities of the position include:

  • Observe and abide by the HIV Confidentiality Law.
  • Conduct confidential HIV/syphilis testing, Hepatitis C and STI screening, as applicable, in venues serving targeted community according to NYS DOH guidelines.  Conduct comprehensive pre and post test counseling and/or individual level risk reduction counseling sessions to high-risk individuals within the designated communities and settings.
  • Provide referrals to care, support, and partner services as required by NYSDOH for all positive/reactive results, including follow up to referrals.  Incorporate referrals, regardless of test results, to meet identified client needs. 
  • Conduct weekly quality assurance review of rapid testing temperature, control, walk-in and community testing logs.  Identified compliance issues are communicated to the supervisor in order to implement corrective action as needed.
  • Maintain inventory and coordinate ordering of all supplies for testing programs monthly or as needs are identified.
  • Disinfect testing room and van weekly and collect and store biohazard waste as needed per OSHA guidelines.
  • Drive the agency mobile van to community testing events as needed.
  • Maintain accurate documentation and statistics in accordance with New York state regulations and agency protocols. 
  • Assist with HIV counseling and testing, STI/hepatitis screening and referral training for new staff. Coordinate and conduct observation of new staff proficiency in testing procedures and biannual MPEP proficiency of all CTR staff.

Minimum requirements:

  • Associates degree in Human Services, Sociology, Psychology or related area; Bachelors degree preferred 
  • Valid, unrestricted driver’s license
  • Independent means of transportation; extensive travel throughout 15 county region
  • Ability to work flexible schedule; which may include evenings and weekends
  • Experience providing HIV testing services in New York State a plus
